Southwest Virginia WIB Local Plan
Section 118 of the Workforce Investment Act (WIA) requires the Local Workforce Investment Board (LWIB) of each local Workforce Investment Area, in partnership with the chief elected official(s), to develop and submit a comprehensive local plan to the Governor in order to receive Title I WIA Funds.
The plan serves as a management tool that allow local elected officials and Local Board members to continually evaluate the progress of local service providers and One-Stop operators in implementing the long-term goals and objectives for the local workforce development system.
In its capacity as the locally designated Workforce Investment Board, this plan represents the Southwest Virginia Workforce Investment Area’s efforts to maximize resources available under Title I of the Workforce Investment Act (WIA) of 1998 and to coordinate these resources with other State and Local programs in the region. State has conditionally approved the plan through 12-31-2010.

American Recovery and Reinvestment (ARRA) Act Implementation Strategy And Local Workforce Area Administrative Plan Modification
(This is not a WIA Local Plan required by section 118 of the Workforce Investment Act) The approval of the ARRA Plan Modification by the local Virginia Community College System (VCCS) extends the local Plans current end date of December 31, 2009 to a new end date of June 30, 2010. The local WIA plan addresses the following keyareas related to the ARRA:
• In enacting the Recovery Act, the President and Congress expects increased access to training and supportive services to enable individuals to gain or enhance their skills and quickly rejoin the workforce in high growth, high demand jobs;
•Increased expenditure of funds on training and intensive services;
• Local areas are expected to serve more individuals than if only WIA formula funds are available;
• Develop strategies to meet the workforce needs of local employers;
• Develop collaborations and partnerships with “non-traditional” workforce entities such as the Virginia Department of Transportation, the Department of Housing and Community Development, the Virginia Department of Environmental Quality and other agencies and local organizations involved with Recovery Act to leverage resources and maximize services;
• Insure public assistance recipients and other low income individuals receive priority of service in the WIA Adult program;
• Align basic education, workforce development, post-secondary education and supportive services, and develop career pathways to meet the needs of individuals and businesses; and
• Insure the majority of Youth funds are expended in PY 2009 in the SummerYouth Program.
